IT Project Manager

Tasks:

Gathering information from various Competency Centres which incorporates knowledge of IT Service Management processes including Asset Management, Problem Management , ITIL Process, Risk  Management , Strategic Planning, Storage Management and Service Level Management

Populating central database.

Assist with the plan and strategy to support clients’ on-going infrastructure renewal plans.

Identify areas of opportunity as well as areas of risk.

Attend meetings with Senior Directorates to document project progress. Includes:

                                                Budget expenditures

                                                Risks

                                                Timelines

Deliverables:

Develop a 5 yr infrastructure plan - working with different databases and in conjunction with all managers responsible for IT infrastructure

Provide input to the plan and strategy to support clients’ on-going infrastructure renewal plans.

Attend regular meetings with IT managers and directors to document projects to be funded, to monitor and report on projects including budget expenditures, risks and timelines.

Mandatory Requirements:

M1. Demonstrates five (5) years of experience of project management in the IT industry.

M2. Demonstrates experience in reporting status and progress (deliverables, schedule, issues, and budget) of a project on an ongoing basis - minimum of five (5) years of experience.

M3. Demonstrates five (5) years of experience of project risk management including risk planning, assessment and reporting.

Business Analyst

Duties

Individual work plan and schedule;

Business analyses of functional requirements identifying information, procedure, and decision flows;

Report evaluating existing procedures and methods, including items such as database content and structure, and application subsystems;

Developed data dictionary;

Defined and documented interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems;

Report of identified candidate business processes for re-design, including prototype(s) of potential solutions, trade-off information and recommended courses of action;

Report of developed acceptance test criteria;

Detailed technical and procedural documentation of repeatable duties for use by future internal technical staff;

Report(s) of project progress;

Report(s) of activities via the project time tracking system.

Mandatory Qualifications

At least ten (10) years of experience within a Business Analyst role.

An undergraduate degree in any field from a recognized university, a college diploma in a related field, or a Business Analyst Certification such as, but not limited to, Certified Business Analyst Professional (CBAP);

Two (2) years of demonstrated experience, within the last five (5) years, in evaluating and/or developing procedures and methods involving database content, structure, application subsystems, and data dictionaries.

Rated Requirements

  • At least two years acting in the role of Business Analyst for a large scale custom software development line of business application project (10 points);
  • At least two (2) years in addition to the minimum 10 years of experience (for a total of at least twelve (12) years) acting in the role of Business Analyst by documenting existing and new business processes as functional / technical specifications, interfaces and data models to be used for software development (10 points);
  • At least two years acting in the role of Business Analyst for for a Government of Canada software application project (5 points);
  • Acting in the role of Business Analyst for a data portal project (5 points);
  • Modelling business processes / workflow using UML (5 points);
  • Leading / facilitating working groups and joint application design sessions (3 points);
  • Acting in the role of Software Developer and/or Quality Assurance Tester (2 points);

Additional points will be awarded for Resources demonstrating completion of a University Degree or College Diploma of two or more years in a related field, AND a CBAP certification or UML certification.

 

   

BizTalk Developer

TASKS
The resource, as a member of the Interface Development Team must perform tasks including, but not limited to, the following:
 
  1. Participate in developing and maintaining the BizTalk architecture framework Interfaces.
  2. Participate in the interfaces functional and technical design and software code development and documentation.
  3. Ensure the integration of all aspects of the interfaces to the application.
  4. Define and adhere to BizTalk development standards for Interfaces.
  5. Develop and maintain interfaces migration and deployment strategies.
  6. Assist in developing strategy to facilitate future upgrades to new versions of BizTalk.
  7. Participate in the APOC (Architectural Proof of Concepts) trials for interfaces.
  8. Participate in the design and code review process.
  9. Develop testing strategies for interfaces.
  10. Develop run books and build books.
  11. Work with deparment and external partners to deploy interfaces.
  12. Provide technical advice to management.
  13. Provide knowledge transfer.
 
DELIVERABLES
The resource must work with the Development Team to produce the following deliverables on an on-going as requested basis:
 
  1. Technical Design document as per established project standards;
  2. Functional design document as per established project standards;
  3. Results of architectural proofs of concepts, including presentation of results;
  4. Test case data and results;
  5. Software Code;
  6. Installation and Deployment Documentation as per established project standards;
  7. Run Books as per established project standards;
  8. Install guides as per established project standards;
  9. Interface Development standards and guidelines;
  10. Interface testing strategy document;
  11. Quality assurance comments and proposal on work performed by various team members;
  12. Quality assurance review presentations on assigned work;
  13. CR and PR impact analysis and resolution within Rational ClearQuest;

Mandatory Requirements:

Must have at least five years of experience, within the last seven years, providing Microsoft BizTalk development services in a Microsoft .NET framework that integrates with a Siebel Customer Relationship Management application.

Must have five years of experience, within the last seven years, in performing Interface development work in support of Siebel project(s), including BizTalk development on large Information Technology projects (valued over $10 million).

.Net Project Manager

Activities & Deliverables:

Project Planning and Reporting

a) Initiation: Produce a Project Statement in accordance with department’s standard template that will be provided. Prepare a detailed project plan identifying all activities to be completed for each phase of the project, including time estimates (using MS Project).

b) Planning: Manage the work that will consist of gathering and analyzing business requirements with the results documented in a Business Requirements Definition document and investigating alternative solutions with the results documented in a Solutions Alternatives document.

c) Planning: Manage the work that will consist of gathering and analyzing detailed user requirements with the results documented in a Software Requirement Specifications document, in accordance with the template provided by department.

 Elaboration (Analysis/Design)

Manage the work that will consist of designing the application or enhancements based on the Software Requirements Specifications in a level of detail sufficient for developers to develop the necessary code, thus providing the blueprint for the application.

Construction (Development)

Manage the work that will consist of coding the application or enhancements based on the Architecture & Design that was developed in Phase 1.2. It includes testing the system, providing technical and user documentation.

Production Deployment

a) Manage the work that will consist of assisting the client(s) with acceptance testing, providing help material, training users and support staff, and assisting the support group in migrating the application to production

b) Produce a Project Completion Report in accordance with department’s standard template that will be provided.

c) In addition to the process and resource management of the work mentioned above, the Project Manager will be responsible for reviewing deliverables and ensuring quality, identifying and managing risks, managing changes throughout the life cycle of the project, communicating with stakeholders and IT management, monitoring the schedule and tracking costs.

d) The Project Manager will also submit weekly project progress reports to management and stakeholders, including key accomplishments over the reporting period, key issues & decisions log, key activities for the next period, and tracking information against allocated contract days and project timelines and report issues and recommendations for resolution. A template will be provided.

Mandatory Requirement:

M1 The resource has demonstrated experience leading a team developing or integrating applications using a Service Oriented Architecture approach in a Federal Government of Canada department where SOA has been formally implemented.

M2 The resource has experience working with Federal Government of Canada departments and Agencies within the last 3 years.

M3 The resource has a minimum of 6 months demonstrated experience managing Teams of developers using MSVisual Studio Team Foundation System.

M4 resource holds a valid ITIL certification

Rated Requirements:

R1 The resource has a minimum of four (4) years of demonstrated experience managing projects

that have implemented .NET Framework technology.

Oracle Developer

Oracle Programmer / Software Developer required to assist and support a project in the design, development and implementation of applications utilising Oracle Forms 10 (or higher) /Oracle 10g database (or higher).

This is a long-term requirement.

Duties:
1) Analysis, design, development and delivery of IT solutions in Oracle Forms 10 (or higher) and Oracle Database 10g (or higher) according to direction provided by project authority.
2) Provide mentoring/training sessions with one or more staff members, as required.
3) Research technical development options and provide advice to senior management.
3) Work from high level design documents and provide estimates of task duration.
4) Design, develop (code) and test system components adhering to project plan.
5) Produce system and user documentation related to assigned software development tasks.
6) Design or design review of database schemas and code review.
7) Other duties as they relate to application development and as required operationally.
The general scope of the work will encompass the development and testing of Oracle Forms/ Oracle database applications.

Mandatory Requirement:
The proposed resource has a College Diploma or University Degree in Computer Science or related field.

Rated Requirements:
Three (3) projects in the past five (5) years that are relevant and closely comparable to the scope of work described in the duties above. The projects will be evaluated based on the following criteria:

Experience developing front-end Oracle applications using Oracle Forms 6i or 9i or higher, including use of triggers/PL/SQL, packages and functions;

Experience developing Oracle applications using Oracle Reports within an Oracle 9i or greater environment;

Experience working with an Oracle 9i or higher database environment including creating tables and indexes, inserting/updating data, outer joins, queries, performance tuning and from a security context creating roles, access and passwords;

Experience using SQL*Loader in an Oracle 8i or greater database environment;

   

Project Manager

Duties

 

  • manage and resolve all issues related to the project; and escalate issues and risk when deemed necessary;
  • develop project charter, project management plan, project strategies, communications plans, risk management plans, detailed project schedules;
  • define and document the objectives for the project, determine budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team;
  • develop and communicate status reports and dashboards for senior management and the PCD;
  • ensure project documents meet quality guidelines, and adhere to change management principles;

    ENTERPRISE ARCHITECT

    Functions/Tasks:

    Provide mentoring, guidance and recommendations to the DepartmentEnterprise Architect function regarding the development of a Department Enterprise Architect strategy that aligns with the Government of Canada as well as industry best-practices;


    Review the R&R of the Enterprise Architect function, and help Senior Management obtain the best value from the available Enterprise Architect resources (including this contract);


    Develop an approach to Enterprise Architect and/or business transformation within the Department;


    Assist the Department Senior Advisor, Enterprise Architect with:


    Documentation review and/or development (e.g. Enterprise Architect Charter, Governance Structure review, IM/IT plans and priorities review, etc);

    Identifying key areas where the Enterprise Architect function can demonstrate business value through IM/IT projects, and

    Conducting/assisting with facilitated sessions with IT Senior IT Management and/or Lines of Business.

    Deliverables:
    The development of a 3, 6, and 12-month Enterprise Architect plan, including recommended tasks, milestones and deliverables for the Senior Department Enterprise Architect;


    A communication plan for promoting Enterprise Architect across the IT organization and lines of business;


    A means of demonstrating Enterprise Architect effectiveness and valuein the Department;


    A review of the current Department Governance implementation and model, with the intent of recommending how to align the Enterprise Architect function to:

    the current investment process and its related committees;

    the OPS Committee or the equivalent Architecture Review Board; and

    Business drivers and IM/IT operations.


    A performance reference model that aligns IM/IT investments to departmental strategic outcomes and business values;


    Validation of 'Department's Enterprise Architect program against the GOC's Enterprise Architect policy;


    Regular status reports.

    Mandatory Requirements:
    Minimum of 10 years experience working as a Senior Advisor in the delivery and support of IM/IT Services

    Minimum of 10 years experience working as an Enterprise Architect (or equivalent) with at least 3 contracts in the past 5 consecutive years;

    Objectives
    To provide Project Leader expertise to develop and complete key deliverables to support the branch's Business Objectives in areas of IT Optimization, Benchmarking, and preparing for Managed Services (Service Management Cookbook, Service Management Centre).

    M1. Must demonstrate 5 years experience in project management in the IT industry (including development of project plans for major work activities, project implementation plans, etc.)

    M2. Must demonstrate 10 years experience in conducting research/analysis in an Information Technology environment and providing recommendations to management.

    M3. Must demonstrate 3 years experience in implementing IT Infrastructure and IT Service Management (ITSM) Performance Management best practices
