Objectives of the Requirement
The scope of services to be provided includes, but is not limited to
- With assistance from the client's Team Leads, modify existing HPFB applications such as Adverse Reaction/Canada Vigilance Database – Search Form, Natural health Products Exempted Database and Drug Establishment License Online applications to meet the Government of Canada commitment to Web accessibility – WCAG 2.0.
- Provide experienced developers who will modify, and create new code, which meets the TB Guideline for Web Accessibility – WCAG 2.0
- Document all development work according to the clients standards used for each project
Background, Assumptions and Specific Scope of the Requirement
The client has taken steps to address Web accessibility since 1998, when a GC Internet Guide that provide information on common resources – tools and tips – on Web accessibility was published.
In December 2008, the World Wide Web Consortium (W3C), an international community that develops Web Standards, released WCAG 2.0, which provides new Web accessibility guidelines.
The Secretary of the Treasury Board announced in January 2010 that the existing CLF 2.0 Standards would be replaced by three new standards: the Standard on Web Accessibility, the Standard on Web Usability, and the Standard on Web Interoperability. This announcement signaled that the GC would move toward adopting WCAG 2.0 – the most current internationally recognized guidelines on Web Accessibility.
The client requires the services of an IT Consulting Team to enhance HPFB applications such as Adverse Reaction/Canada Vigilance Database – Search Form, and Natural Health Products Exempted Database applications to meet the WCAG 2.0 Standard. These enhancements will need to be completed before the end of the fiscal year March 31, 2012.
Project Requirements
Knowledge Required by Contractor(s):
- Proven expertise in development and delivery of Web-based application development using Java, JSPs, STRUTS, and Hibernate;
- Experience with Java 1.5
- Experience with Rational Application Developer or Eclipse
- Experience with HTML and CSS
Technical, Operational and Organizational Environment
The Contracting Team will work closely with the client Java Project Team to ensure that the work meets the requirements of the project.Technologies that will be used for this project are:
